HOUSE RULES PERTAINING TO THE USE OF DOCKS, BOATS, HOIST AND YARDS

Docks

1.  Fayerweather Yacht Club maintains both a main dock and a transient dock.  The main dock’s functions include loading and unloading of boats, fueling, access to the Club launch, and other short term activities peculiar to a yacht club such as launching, hauling, mast stepping, boat cleaning and breakdowns.

2.  Service to and from the transient dock is provided during launch hours.  All boats tied up at the transient dock must be removed after one week.

3. Disabled boats may tie up at the main dock for a period of 24 hours or the transient dock for 48 hours without charge, after which they shall be charged at the established per diem rate.  Disabled boats on the main dock will be moved to the transient dock after 24 hours.  No boat is allowed more than 7 days at the transient dock.

4. All boats tied to the main dock overnight except disabled boats must be removed by 9:00 A.M.  Members seeking early morning departure may dock free of charge from one half hour prior to the conclusion of launch service and must depart by the beginning of launch service the following morning.

.Boats shall not be tied up at the main dock for longer than 60 minutes or will be subject to a $30 fine for every 15 mins they are past their initial 60 minutes.   The operator of any boat tied to the dock must notify the dock person in charge and sign the log book in the dock shack upon arrival and departure from the main dock.  Exceptions to rule 5 are at the discretion of the dock person in charge, depending on conditions at the time.  (Revised July 25, 2017)

6. The gasoline fueling area, designated by a painted red stripe, shall be kept clear and used only for refueling operations.  Boats not being fueled may not extend onto the fuel dock.  Fueling boats shall be tied to the dock facing into the wind.  No smoking, running of engines, or open flames are permitted on the fuel dock during fueling operations.  All U.S. Coast Guard and State regulations regarding fueling must be followed.

6a. No boat may be left unattended at the south end of the main dock which is designated by a yellow line.  Maximum time for an attended boat is twenty minutes.  This rule is per the order of the Bridgeport Harbor Commission.

7. All boats will be tied to Club Docks in such a way as to permit others to tie up in a safe and orderly fashion.  Dock personnel are authorized to move boats along the dock if required to maintain order.

8. Recreational swimming, scuba diving, snorkeling, and other in-water activities are prohibited from the Club docks.

9. No one twelve years or under may enter the dock area without wearing an appropriate personal flotation device, and must be accompanied by an adult.

10. Dock personnel are empowered to enforce all rules concerning the use of the docks and boats.  Anyone refusing to abide by the rules will be reported to the Board of Governors for disciplinary action.

11. The fee schedule for all services is posted on the Club Bulletin Board.

12. Boats being commissioned in the spring will be permitted one free day at the main dock and up to two free days at the transient dock if required.  Boats can be commissioned weekday and weekend, except Friday, Saturday, Sunday and Holidays from Opening Day thru Labor Day.   The same will be permitted for decommissioning activities. 13. Movable steps are located along the main dock and may be used to assist with boarding and disembarking.  The steps should be placed away from the edge of the dock prior to the Vessel’s departure, or arrangements with dock personnel to remove them should be made if the boater does not have the ability to do so.

14. There is an annual fee for the use of the launch for members whose boats are moored or in a slip in Black Rock Harbor.  The fee for the use of the launch shall be set by the Board of Governors annually.  A sticker will be issued to designate that the fee has been paid and that the boat occupants may utilize the launch.  The sticker shall be displayed on the transom of the vessel.  A bill for the use of the launch shall be sent in January of each year, along with other member bills such as dues, etc., by the FYC Bookkeeper.  The Financial Secretary shall only issue the sticker upon presentation of payment. Club Boats

1.Club boats may not be used unless a Coast Guard approved and properly sized flotation device is on board for each person.

2. All Club boats are limited to the number of persons or total weight permitted.  There is a Coast Guard label in the launch, which will be enforced by the launch operator.  The maximum number of persons permitted in the Whaler and skiffs is four persons each.

3. No motor in excess of ten horsepower may be used on a Club rowboat.

4. The use of the Club Whaler is limited to the transportation of members and guests, and official Club functions, and must be returned to the dock promptly.  Only members familiar with Whaler operating procedures may operate the vessel.  All pertinent Coast Guard and State regulations shall apply. 

5. Club boats are for use in Black Rock Harbor only, except for official Club functions, and must be returned to the dock promptly.  No Club boat may be left tied to a private mooring. 

6. Family members, guests, and repairmen may use the tender provided the member notifies the dock person in charge in writing.

7. Dock personnel will designate times when only two people per moored boat will be dropped off or picked up by launch, based on traffic and weather conditions. 

Yards and Dinghy Dock; Boats stored On Club Property

1. Boats may be stored in the South Yard, North Yard and on Dinghy Racks.  Wet dinghy storage is available behind the Main Dock.  The Club is not responsible for boats, moorings, gear, or any other personal effects stored on Club property.  Each owner must carry liability insurance on both boat and trailer.

Assignments to storage areas, except North Yard, are made from waiting lists posted on the Club Bulletin board.  The North Yard assignments are made on a first pay basis starting January 1st  of each year.  Securing a place on waiting list is done by requesting such to the Financial Secretary.

The South Yard requires a deposit of twenty dollars.  A full description must be made of the item requesting to be stored along with the member name and telephone number.  Summer Dry Storage in the South Yard is also available on a first pay basis with the permission from the Hauling and Yard Chairman.  All boats and trailers stored must contain the owner’s name.  All assignments are made by the Hauling and Yard Chairman.

2. Any items left on Club property (including boats, moorings, gear or personal effects) after the storage period shall be assumed abandoned.

Dinghy Dock Regulations

1.The maximum length of a dinghy to be stored is 9 feet.

2. Each dinghy must be placed in its assigned location.

3. Dinghies must be positioned stern toward the dock, except for inflatables, secured by two lines so that they do not swing from side to side.

4. Dinghies must be kept clean and bailed.

5. A member who does not place his dinghy in his assigned space by July 15 or 45 days after being assigned a space will lose his space.  The space will be assigned to the next club member on the waiting list.

6. The period for this dinghy storage is from May 1 - November 1.  This may be extended with permission

7. Any member shall only be entitled to one dinghy dock and one dinghy rack position.

Hoist

1. Operation of the hoist is limited to the Hoist Committee.  These names and scheduled duties are listed on the Club Bulletin Board.  Only members’ boats and moorings may be lifted except with permission of the Board of Governors.  Arrangements for hoist service should be made three days in advance.   Children 12 years of age or under are not allowed in the hoist area without a parent.

2. Maximum capacity of the hoist is 7,000 pounds.

3. Hoist and mast storage fees must be paid by check at the time the service is performed.  Checks are to be made out to “FYC”.  Receipts will be given by the hoist operator. 

4. Moorings may be loaded and unloaded only by use of the hoist, and may not be transported on the gangways.

Mast Storage

1. Masts may be stored in designated spaces in the Locker Building.

2. All masts stored must be labeled with the owner’s name.

3. Masts may not be stored in the center area of the second floor between the markers on the rafters.

4. Mast storage fees must be paid when masts are unstopped.

5. No mast may be left in the hoist area longer than one week.  Penalty is $50.  Special permission may be granted by the Hauling and Yard Chairman if needed.
